Executive Summary

The Ghana Federation of Labour (GFL) is a nationally recognised labour centre representing a broad spectrum of workers’ organisations across key sectors of the Ghanaian economy. Established to deepen democratic trade unionism, strengthen worker representation, and promote social dialogue, GFL operates as a responsible social partner within Ghana’s industrial relations system. The Federation is committed to the protection of workers’ rights, the promotion of decent work, and constructive engagement with Government, employers, and civil society in support of national development.

Our Legal Status

Legal Status & Registration

The Ghana Federation of Labour is duly registered under the laws of the Republic of Ghana. The Federation was inaugurated on 11 November 1997 and subsequently organised its founding Congress from 28–30 April 1999. GFL is registered under Company Code No. G.22674 and Trade Union Registration No. 56. It operates in conformity with Ghana’s labour legislation and is guided by internationally recognised labour standards, including the principles of freedom of association and the right to collective bargaining.

Historical Background

The Ghana Federation of Labour emerged within the broader evolution of Ghana’s labour movement as a platform to enhance collaboration among free, democratic, and independent workers’ organisations. Its formation reflected the growing need for inclusive representation of diverse occupational groups and sectors, as well as the strengthening of internal democracy, solidarity, and effective coordination among affiliated unions. Since its establishment, GFL has contributed to the consolidation of pluralism within the labour movement while promoting industrial harmony and responsible trade unionism.

Vision

To be a strong, democratic, and independent labour centre that advances the dignity, rights, and welfare of workers while contributing meaningfully to Ghana’s socio-economic development.

Mission

The mission of the Ghana Federation of Labour is to promote and protect the rights, interests, and dignity of labour as provided for under international conventions, labour standards, and the laws of the Republic of Ghana. The Federation supports and guides its affiliated organisations to remain relevant to workers’ struggles against exploitation and injustice, advocates for policies that promote industrialisation and decent employment—particularly for the youth—and partners with progressive civil society organisations pursuing reforms that enhance the wellbeing of the people.

Objectives

The objectives of the Ghana Federation of Labour include the following:

  1. To defend human and trade union rights and freedoms and to combat all forms of discrimination, including sexual, religious, ethnic, and racial discrimination.

  2. To participate actively in national discourse and policy processes leading to the formulation of economic and social legislation.

  3. To encourage and assist affiliated organisations to provide protection, cooperative services, and activities that promote the economic wellbeing of their members.

  4. To promote collective bargaining and social dialogue as the primary means of improving conditions of service at the workplace.

  5. To encourage workers to exercise their civic and democratic rights at local, regional, and national levels in the building of a just and democratic society.

  6. To undertake education, training, and information programmes that enhance workers’ knowledge of labour issues, work ethics, and national and international socio-economic developments.

  7. To campaign for the ratification, domestication, and effective application of international labour conventions and to contribute to the development of progressive national labour legislation.

  8. To encourage the organisation of workers in the informal economy and support their capacity building for effective representation.

  9. To safeguard the independence and democratic principles of the labour movement and protect affiliated unions from external interference inconsistent with free and democratic trade unionism.

  10. To affiliate with or associate with national, regional, and international organisations whose aims and principles align with those of the Federation.
